In a pinch, it is not too difficult to transport
a wheelchair bound patient up & down stairs.
As a regular thing, it should be avoided.
It would interfere with fire safety evacuation plans.
If you want the hospital there, build the ramps.

If you are in the United States you are violating the Americans with Disabilities (ADA) act by not having access to the facility for disabled people. The only thing that I could recommend that might satisfy your needs and code issues would be to look into having a chairlift installed at the staircase. They are pretty much seats with a track that runs up and down the stairwell. Someone would have to carry the wheelchair or walker (if there is one) up to the floor above for the disabled person. I doubt this will be allowed in a hospital facility in the US though.

a crane. helicopter. its the best. tie a rope around their waist and pull them up. they may be a little banged up and bruised, but hey. their old, they're gonna die soon anyway. just bandaid them up.
