No, Islam doesn't. Perhaps the a few practicing the deen-but that's not for me to say. I can only answer for myself.
I try to be a good person- if my neighbor fear me, I'm a bad Muslim. If I oppress anyone, I'm bad. Take advantage of someone. Steal from someone. Lie to someone. Lie about someone. speak bad about someone. These are but a few things which would probably make a bad Muslim. I consider myself bad if I do these things. Allah (SWT) knows best who's good or bad.

All religions lack a moral center. They believe that they are better than the next religion and anyone that doesn't take part in a religion. Christianity is all about power and lording it over hapless victims. They did this during the Native American wars. Pillaging, killing, and raping Native Americans because they believed in the Great Spirit and not Jesus. They were considered heathens by all Christians.

Insha'Allah, if you will take the time to read the Holy Qur'an and to learn about the life of the Prophet (sallaahu 'alaihi wasallaam) you would find that Islam is the most complete, balanced and beautiful expression of faith and man's desire to live according to the directives and teachings of its Creator as that same Creator has revealed such truths.
Insha'Allah, Islam is very moral, family based, and concerned with the whole of society rather than with simply a few of the same to the exclusion of all others.
Might I recommend the translation of the Holy Qur'an by A. Yusuf Ali, which is both reasonably accurate for a translation and still retains the poetic sense of the original Arabic.
Might I further recommend "Muhammad, a Prophet for Our Times", by Karen Armstrong as book to help you learn about the Prophet (saw). "IN the Footsteps of the Prophet" by Ramadan is also very readable and may appeal to Western readers.
May Allah, Subhanna wa Ta'ala, guide you to the truth and free you from your ignorance both for your salvation and for the good of others.

I am no Islamic scholar, but this presumes much about the current state of Islam - assuming that the most visible manifestation is in fact representative of the whole over the world and through time.
You need but look at the Sufis to see it easily refuted.

It absolutely does NOT lack a "moral center". "Power and lording" anything over anyone isn't from religion (or the lack thereof), they are BOTH about overinflated egotism first... people are people first, their religion is "gravy", so if they're wise and altruistic, they are such no matter what philosophy they believe or religion they follow.

Instead of watching Media and judging Islam, i would encourage you to pick up Holy Quran and read it for yourself and judge it instead of believing in someone else opinion.

The trouble with Islam is, they equate blind piety with virtue and perceive no benefit in independent thought. Their religion has divided up every waking moment with a strict regimen of washing, prayer, and devoting every thought to their god. The religion doesn't want it's devotees to sway far from it's control.
Evidence of that lies in the act of forbidding Muslims from leaving Islam. If they do, they are sentenced to death! The punishment for crimes is cruel and brutal. The importance of obedience far outweighs the importance of life and protecting the innocent.
I think that says a lot about its moral center. Morally, the religion is supreme above the people.
