you could try this paint, http://www.lumi-lt.com/ it has lots of stuff, I don't think you'll be able to find cheap paint, you could paint stars, hearts, ect,
or maybe someone has glow in the dark paint on ebay, hope this helps! =)

i know crayola do glow in the dark paint, (but why don't you just buy the glow in the dark stars and planets there cheaper and also if you want to take them down it saves painting the ceiling again). but otherwise its crayola that i have seen doing glowing paint. i think its the original glow in the dark (the Green yellow colour) they also do pink and blue glowing paint! good luck!!! i wish i had stars on my ceiling!!

Clear Neon is a specialty paint that is exclusively developed with a patented formula to react and gain maximum intensity when exposed to black light, while remaining transparent in normal room lighting. Clear Neon comes in a variety of colors and methods in which you put it on. It also has a Clear Neon Eraser, which removes it if you want.

You can buy luminous paint at any diy store or you could try using fairy lights to make out constellations that twinkle in the dark...

Do you have a hobby/craft store like Hobby Lobby? They have it. The small jars seem expensive but it does not take much.
