Because doesn't he have to be born in Tibet? And there is no longer a Tibet because of the Chinese... Right?

He's stated that his next reincarnation will not be in Tibet.

He's also stated that he may forego reincarnation altogether.

The Chinese Communist Party has already chosen their Panchen Lama and will seek to choose a Dalai Lama after the current one passes into the cycle.

Yes when the old Dalia Lama dies a new Dalia Lama is chosen from a baby born on the day that the old Dalia Lama dies. The Baby has to be able to pick the Old Dalia Lamas favorite toy that way they know He is the reincarnation of the old Dalia Lama. Tibet is still there even though occupied by China. The Dalia Lama lives in India in exile at present.

Spiritual thing. Dalai Lama is observed. Not dependent on earthly titles.

His Holiness the Dalai Lama can choose to be reborn where they wish and usually leave an idea about where to find them after their rebirth, IF they choose to be reborn.
