No, American Detectives have a huge work load. If a case can't be solved fairly quickly, it is quickly filed away until new evidence can be found.

The exceptions are cases like burgarly, rape, arson, murder, ect. More resources are put into those and as long as there are new leads or suspects to check, a detective will stay on it.

But like I said in the beginning, detectives don't put nearly the effort into a "petty" crime that Javert would, even froma repeat offender....

No, not at all. Modern Day detectives have a much higher workload than Inspector Javert did, and wouldn't put nearly the effort into tracking down Jean val Jean over a loaf of bread. Instead they'd put out an APB, and wait till he got pulled over in a routine traffic stop. Even by the French Standards of the day, Javert was considered unusually dedicated to bringing in that single fugitive.
