There are a couple of factors in that. First is individual personality traits for example someone that is Selfish and egomaniacal would not have any connection to a deity like Freyr or Baldr while on the other hand someone that is lazy would probably not have any real connection to a deity like Thor.
Beyond that there is the unmistakable voice of the particular deity (or deities in some cases) that no matter how hard we try we just CANNOT help but listen. Odin screams at me loudly at times (as does Freyja when I care to listen)
In ancient times children were reared with the tales of the Gods and ussally formed those bonds early in life. We are only now returning to taht sort of generational environment so many adults have some difficulty in establishing those connections or even hearing the voice of any particular deity.

We honor all the gods and goddesses of the Norse pantheon. Some, however, dedicate more fully to one god or goddess. (fultrui, it's kinda like choosing a patron deity).
You don't just pick one, it's the one that you feel the strongest link to, that you feel the closest to. Sometimes it takes years before you realise that you have a stronger relationship with one certain god compared to all the others.
That's why you will see some people, even on here, referring to themselves as "Thorsman" or "Freysman"... for example.

It varies from person to person. For some, they feel the deity chooses them. Others, choose a deity for which they feel some affinity. A poet for example may choose Odin. Still others worship all the deities equally. There are no hard and fast rules really.

Its like this.
I love and Honor all the gods. I Love some more then others. I'd rather go to Uncle Tyr's house, but I wouldnt mind visiting old Rig.
They are all family, and we are all there family. We are closer to certain members of that family, but we are all still family.
I honor Tyr and Odin the most. I connect with them the most.
They tend to drop in on me a lot. ( by that I mean I get feelings that remind me of them and there deeds/ words) Brings out the best in me.

Do you mean honor at blót? Are you referring to being dedicated to a particular god/goddess? Could you clarify please.
EDIT: Gotcha.....
As Hilduf said, they usually call you and let you know. You must be careful though and make sure you dont rush into it. Odin is an awesome PR guy, but he has the tendency to grab your attention, and then pass you off onto someone else so you need to make sure your paying attention.
Dedicating yourself wily-nily is a baaaaaaaad way to go about it.

You'd have to be more specific. As in oath? Blot? Sumbel? In general? LOL
We honor all of them. Some we are closer to then others for a lot of different reasons. I am close to Freyja because we are a lot alike. I am close to Frigga because I am a mother and wife. I have a connection to Thor through one of my friends. I'm close to Odin for personal reasons. All on different levels and in different ways.
edit: Oh that. Well you don't have to oath.
We believe in a gift for a gift. Some oath themselves to gods that they feel called by or to. They gift thier life to the gods gift of whatever they have given.

Lot of good answers here.
I honor all my elder kin. At different phases of my life, I feel a bit closer to some than others. That seems perfectly natural to me... part of life's ebb and flow.
