The California DMV requires you to file a report for any accident involving injury or for property damage over $750 (I believe). The report must be filed within 72 hours, if memory serves correct.
To report to insurance, there is no set time period, but any unreasonable delay could (but likely won't) result in a denial of coverage.
In CA, primary insurance is that of the vehicle owner. Assuming you had their vehicle with their express or implied permission, you would be covered for liability. If the damages exceed their limits, you could be held personally responsible for all cost overruns.
If the other driver was at fault, their insurance should cover the damage to the vehicle you were driving. California hates uninsured drivers and passed a law that states that, regardless of fault, if you do not have insurance you cannot recover ANY damages. In this case, it MAY mean that the driver who hit you is liable for the damage to the car you were driving but they would NOT be liable for any injury you sustained. This will definitely require clarification since, while uninsured yourself, you technically did have coverage from the vehicle owner.

In general - insurance follows the car and not the driver. Therefore the claim would need to be reported to the insurance company that was covering the car.
The police department that covers the area where the accident happened is who you would call to file the police report. Go to their office and see if they will take a report.

If someone was injured, you must file a report within 24 hours, if it only involved property damage you (or your representative) must file a report within 10 days.
If the owner of the vehicle gave you permission to drive their car you are probably (but not always) covered by their insurance. If you did not have their permission then you are probably responsible for the damage
