They have been increasing proportionately with the rise of illegal aliens. Legal immigrants are no more likely to be criminals than citizens. Illegal aliens, however, are FAR more likely to be arrested. Drunk driving, spousal abuse, theft, burglary, drugs, public intoxication, possession with intent to distribute and traffic infractions seem to be the biggies with the illegal alien community at large. HOWEVER, there has also been a large growth in both Latino and Asian gang activity and a decrease in black and white gang activity.

Increasing. Just look at the crime reports in the local papers. Look at the increase in gangs, especially Salvadorian, Latino, Hispanic and other foreign gangs. Look at the increase in gang graffiti on our bridges, roadways, near rail yards, on sidewalks, on garage doors, and buildings. Look at the increase in drive by shootings. Look at the number of mortgage forclosures and look at the names -- mostly Hispanic. Look at the number of illegals who have entered the USA. 3,000 were pardoned in 1986 and in 2006 we have 20 million more. That's at least a 600% increase in crime compounded by those who hire, harbor and help them and it's probably more like a 5,000% increase.
