Good for you for turning them in!! I do have to tell you... I know you felt as if you needed to save the puppy, but you are only giving the owners more money to support their breeding program.

As everyone has mentioned call your local humane society.
Another thing is do some research to see if there are any breeding laws regarding money and taxes in your state. Some states require you to actually list the income you get from the sale of puppies. The more ways you find to turn this person in the better. Often times these people will just get a little slap on the wrist. Pay a small fine and keep breeding. The more avenues they get hit with the better. Good luck!

You can contact the local humane society and ask who to contact.
It is really hard to get anything done though. The animals have to be without food, water, or shelter for it to be serious enough for the animals to be removed in most areas. Sometimes you can contact the local health department....they can at least make them provide rabies vaccines for all the animals. Sometimes that is enough of an expense and trouble for the people to get rid of some of the animals.
You should not buy a dog from this situation. If they make money, they will just breed MORE.

Contact animal control or even your local police department. There may be city/county ordinances in your area mandating the number of animals people are allowed to have.
In my town there's a 3 dog limit. If you have more than 3 dogs, you have to get a kennel license. Animal control around here is VERY strict, which is good!

Get your money back and follow the advice given. You giving them any amount of money affects the other 100's they are going to breed into this situation. Is it really worth damaging other lives to "rescue" one.
If you can get the ball rollong with animal control, You will have to give them specifics, you will be able to adopt and relly "rescue" the pet from the shelter.

The cops and SPCA are limited as far as what they can legally do to prevent this place from continuing to operate. My advice would be appeal to the public and tug on their heartstrings. How? Call your local TV stations. Tell them of the deplorable conditions and get them "smeared" by the media.

You made a mistake by 'saving' that one puppy. That puppy's mother is going to be forced into have another litter far too soon. Who will save those puppies?
Contact your local SPCA.
