I was looking at the fur on my cat's belly this morning and I found all these tiny little black specks in his fur; some of them were kind of "c" shaped. They're not on his skin, I could pick them out. What are these? They LOOK like dirt but it can't be dirt because he is an indoor cat. I also know they are not fleas because I saw my mom's cat when it had fleas and this does not look like that. These are smaller than fleas. Are these worms? What should I do?

Sounds very much like fleas to me, what you are seeing, is flea poop. It just takes 1 flea to start the whole cycle.
Look in her scruff of her neck, you may find a flea about.
my 3 cats are indoor cats, when my youngest was 1 (now 10) it took 1 flea from next doors cat off of my clothes to infect him. thats how quick they are. get a flea comb and go through her coat, you may be surprised to find a flea in the comb.

These are flea DIRTS (poos). You've just described them exactly!

Two things:
1) Indoor cats are not safe from fleas - fleas can enter houses easily!
2) Not every animal looks the same when it has fleas, they all react differently.

I can absolutely guarantee you cat has fleas, flea dirts are the telltale signs. If you need any further convincing, here are pictures of the stuff:

Now that you know, get your cat some flea treatment. From a vets, not a pet store - very important, because pet store stuff doesn't work! Get some Frontline or Revolution.

the small black c shaped things are flea dirt (droppings from fleas) so yes, it is possible that your cat could have tape worms which come from ingesting fleas. you should get kitty some flea medication such as frontline or advantage and some dewormer from your vet for the tape worms.

fun thing to do: take some of the flea dirt and put water on it. it will turn red.

sounds like flea dirt to me.
Does his skin seem to be irritated or is he touchy when you try and pet him?
Take him to the vet and get him treated
