The best is probably Adobe Photoshop. But the program runs $300+ to buy.
Look for a program by Jasc software called Paintshop Pro. It does most everything the Photoshop does (include use a lot of the Photoshop addins) but is in the $90 range instead. You can get it at http://jascsoftware.com It is my favorite and I use it daily.
Or if even that is too much for your pocketbook, go to http://download.com and search for a program called GIMP. It is a free graphic editor that works well, easy to use, and will do most anything a normal person would need. Not the best - but the best for the price.

No one else has posted this, so....
Serif Software gives away older versions of their editing software, as a sample. This is the link to Photoplus 6, available free (and legal) directly from Serif.
This is the full version, for free. It is almost a clone of photoshop, just lacking some features. The best out there for free.
As others have said, Photoshop cost hundreds of $$$ and GIMP is out there too. But I have found even this older version of Photoplus to extremely useful.

The best photo editing software would be Adobe Photoshop. http://www.adobe.com/products/photoshop/index.html
Photoshop is a very powerful tool, but it is also very expensive.
If you're looking for a free alternative, you can use Picasa to do some very basic edits:

Paint Shop Pro it is a great program, it's just like Adobe Photoshop only easier. PSP supports all the photoshop plugins so it can do everything photoshop can....it's probably half the price too =D
