My History teacher says there's a verse in the New Testamnet, I belive he said in Luke, where there is given the qualifications to be called a disciple or apostle, which includes:
"Known Jesus during his Ministry"
"Witnessed Crucifixion and Ressurection"
"Preached to Good News"
Does this passage exist? Where is it?

My teahcer has mentioned that Paul is the exception. And I do not know exactly which book this is in, but I thought it was Luke.

"to" should be "the", "teahcer"...well, I suppose you know what that chould be :-) Also, I'm fine with any passages that say something close to what I've written here: I don't remember what he said exactly and cannot find my notes

Go to the source, ask your teacher, but I don't that is correct.

Matthew 28:19 Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, 20 and teaching them to obey everything I have commanded you. And surely I am with you always, to the very end of the age."

Not in this regard, but this is what the teacher is referring to:

Acts 1:16 Men and brethren, this scripture must needs have been fulfilled, which the Holy Ghost by the mouth of David spake before concerning Judas, which was guide to them that took Jesus.
17 For he was numbered with us, and had obtained part of this ministry.
18 Now this man purchased a field with the reward of iniquity; and falling headlong, he burst asunder in the midst, and all his bowels gushed out.
19 And it was known unto all the dwellers at Jerusalem; insomuch as that field is called in their proper tongue, Aceldama, that is to say, The field of blood.
20 For it is written in the book of Psalms, Let his habitation be desolate, and let no man dwell therein: and his bishoprick let another take.
21 Wherefore of these men which have companied with us all the time that the Lord Jesus went in and out among us,
22 Beginning from the baptism of John, unto that same day that he was taken up from us, must one be ordained to be a witness with us of his resurrection.

However, your teacher is wrong in one regard, when you consider Paul being an apostle.

Reach the book of Luke... should take about 30 minutes and you will be able to quote a lot more than that to your teacher...maybe extra credit

There is not a verse in any of the Bible that says those things.
