Why will a girl who knows you, and knows you like her give you her cell number, but when you call she first talks like she doesn't know who it is, and tells you to call back later, because she was somewhere where there is too much noise.

there's a couple scenerios... either she gives out her number a lot and truely didn't know who you were... or she was in a place where it was loud and couldn't hear your voice enough to see who it was. OR she didn't want it to seem like she'd been sitting there waiting for you to call... So did you call her back?

I'm with sugar on this one; but as an add-on answer she may be alittle shy and nervous - drop her a text instead and forget the matter - if she answers then it's all good; else forget the whole thing and move on
