I think Formula 1 in PS3 is one of the best racing games I have ever played but many posts on youtube say Formula 1 is an arcade game. They say it like mocking the game.

I don't understand what they mean by arcade game?

Many posters on youtube do not know what they are talking about.

An arcade game is something that was originally conceived as an arcade game, rather than for a gaming console, like pacman, outrun, mortal kombat and streetfighter. There aren't any new arcade games today but sometimes people still refer to games as arcade games.

They say arcade as opposed to simulation.
It means things like the handling of the car doesn't react as it would in real life.
Arcade racing games are designed to be enjoyed by as many people as possible, and tend to be more forgiving and easier to just pick up and play. (As in a real arcade, where you'd shove your money in and want to play straight off, not learn about camber, weight ratios, etc).
Examples;
Ridge racer is an arcade game, Gran turismo is a simulation.

Don't worry about enjoying it, it's them that are just snobs.

Was it originally a game in an Arcade? I mean before they had home gaming systems. Maybe that's why.
