DMV is a government department.
You first need to ask DMV if such a service is legal for someone who is not an employee of the DMV to setup, and what the arrangements are for some private corporation or individual to provide such services.
I suspect that it is not legal, because of the grave risk that it might be used fraudulently to provide government documents to undocumented persons.
