Why?...because i do alot of surveys outdoor and lose lots of time through bad weather.

try the space tech pen by diplomat used on laminated paper it generally will write on anything even upside down and in outer space

I was going to say chinograph pen and a laminated card, but you could also try a good old fashioned pencil and paper - dont know what waterproof paper you could use though

DIY solution: chinagraph pencils plus a laminated piece of paper.
Proper solution: Divers slate.
