How to tell if it's a problem: if she wakes up from a sound sleep to scratch, or if she interrupts her own fun to scratch.
It could be dry skin or allergies. She might be allergic to her flea treatment. For dry skin, get a good shampoo for her (Groomer's Secret, expensive but a little goes a long way). Try putting a small amount of olive oil on her food (she'll love it!) or some prefer fish oil capsules.
Shampoo her, stop the flea treatment, and give her an oil supplement for 2 weeks. If there's still a problem, or if she develops sores, you need to see the vet. There are oral antihistamines, but you need medical advice before giving pills to a young dog.

Puppies shed their fur, they don't keep that same fur when they become adults. Also like humans theire skins sheds as well. What I do is take my puppies a bath with hospital approved baby shampoo. No dog or puppy soaps. I just use Baby Magic. It has soothing oils for babies in it, and it is the mildest soap. Make sure all the soap is rinsed off, and the water runs clear afterwards. You'll notice that the puppy will stop itching. if this persumes then I would take her/him in for a check up.

Go to your nearest Vet ask them what to do.My dog has the same thing.It is Dry skin or maybe an allergy too. Give it a bath with maine and tail shampoo found in the pet asile after put Johnstons baby lotion on it that should help alot do that

You could try changing her shampoo and conditioner.. that might be the problem.. she might be allergic or its too strong for her skin. Have her checked by the vet anyways, to know for sure why she's scratching and only on those two spots.
edit- I just saw the answers of the people before me.. It's true that dogs have weird allergies.. Just have her checked by the vet.

It could be just dry skin. I'd give her a nice bath with a moisturizing shampoo and then a nice doggy conditioner. It sounds a little out of the box.. but it may work for her :) You know with the weather getting cold and everything her coat could juse be drying out.

take it to the vet. As it turned out my dog was allergic to the carpeting in my house. Dogs can have all kinds of weird allergies. I even knew a guy whos dog was allergic to grass. He had to keep it in the house and train it to use a special spot in the house with newspaper down.

I would take her to the vet to be checked out first. It could be any number of things (most of which my dog has had now or in the past). It could be allergies, a mite called demodex, a secondary infection due to the sore she's causing. It could be lots of things. Ask her vet.

Vets. At least half of pet owners think their pet doesn't have fleas when it does. If you're not treting your dog, she probably does have them! And if not well, no one on here is going to be able to identify the source of the itching - we're not vets, and we haven't see the pup!

she could be allergic to somethinhg. Usually, it's their food. Alot of dogs are allergic to the wheat in dry food. Which is why alot of people are switching to raw food. Talk to your vet about a possible allergy and they can help you.
