Lots of possibilities.
She already has a boyfriend and is a loyal type.
You don't rank high in her circle of friends, and she is shallow
Her parents don't like you and she respects their wishes
She has a bff who she knows has been crushing on you for a long time
you are the brother of her bff
She's heard you have a Sherman tank in your pants and is scared
She's a vegan and you always smell like Pepperoni
You already have a girlfriend and she doesn't want to come between you.
I could go on and on

This is entirely possible.
The girl in question may have a lot on her mind, and doesn't want to complicate things with having to balance a relationship as well. Or maybe she's not sure how much she likes you (whether it is just infatuation or whether it goes deeper than that.) Another possibility is that she is unconfident in herself, and her low self esteem or self image are holding her back from a relationship.
If she says she likes you but doesn't want to go on a date, hang in there.
(unless she really is just trying not to hurt your feelings and truly isn't attracted to you. That is the other possibility.)

Here is a silly question to ask.. Does she know you like her? If the answer is yes, then I do not think she would not at some point went out with you if you ask her to do so? Usually its because you like her, but she is not showing the same interest in you!

Definatly possible. Could be scared of commitment or being hurt again. She could have a tough past that she has not gotten over so shes scared to move on ....

yeah she might like you but she might not be attracted to you. Sometimes we say that we like you but aren't ready to date, just got over a long relationship, not in "that" place right now, when we don't want to hurt your feelings, most of the time we just aren't attracted to you or we feel no chemistry.

It isn't contradictory at all. There are different degrees of attraction. You can easily like someone and not want to date them. You like your mother but wouldn't date her. You like your best same sex friend but wouldn't date them. You can like a person of the opposite sex and not want to date them.

Yeah, i guess. It could be because she's nervous about being alone with you. Suggest you go somewhere very active with lots of people around, and just have fun =D.

if i liked a guy, i would go on a date with him. so my guess is she either doesn't like you or has some serious reason she doesn't want to date right now. my advice: move on
