According to the legend, Satan originally was good. He became evil of his own free will.

So, to answer your question: the devil created himself out of his own bad choices.

For what reason or reasons should God have not created the devil even if he was going to fall? Just because God knows what will happen doesn't mean that the person (angel) isn't free to make choices. Satan freely chose to rebel against God. God knew this would happen. Nevertheless, let me offer some possible reasons why God would create Satan even though He knew he would fall and rebel.
It was necessary to have the fall so that God could then have a reason to die for our sins thereby demonstrating that God can and does provide the greatest act of love which is to lay ones life down for his friend (John 15:13).
The fall of Satan provides yet another method for God to be glorified in that God can use sin to prove that sin is "bad" and that God's word about righteousness is true.
If God is to have creatures with free will, then the risk of rebellion is part of that freedom. Satan had that freedom and used it to rebel.
If God had not created Satan and instead another angel fell, then we'd be asking why God made that angel knowing he would fall.
God has reasons that we simply do not know about.
I know my children will act badly at times, but knowing that does not mean mean that I shouldn’t have kids. Part of the risk of freedom is that rebellion will be a reality.

Of course, God being ALL-KNOWING, KNEW that would happen, so God created Satan knowing full well what would happen. God could have created Satan in such a way that he would not become evil. God instead chose to create Satan knowing Satan would become evil. Therefore, God created evil. God set up the universe in such a way knowing that evil would arise.

He wasn't created evil. He made the choice of being evil. None of us were created evil. We can not hold God responsible for our actions just as we can not hold ourselves responsible if the leaders we elect lead us into war.

God created angels, lucifer was an angel. Then he was banished and became a Fallen Angel. Click my source for more banished angels and more info on this.

Lucifer was said to be an Archangel and in his pride he led a rebellion against god. The Rebellion failed and all who refused to support god and who fought against him were cast out of heaven. Banished, to be fallen angels.

This rebellion was called the "War of Heaven" the reason for it was when God created mankind he told all his angels to bow down before Humankind. This enraged Lucifer and insulted him so he gathered what angels he could who felt the same way, which was about one third of all of them. (Estimating Lucifer had about 133 Million against God's 266 Million)

Lucifer declared war and stated "I will ascend to Heaven; I will raise my throne above the stars of God; I will sit enthroned on the mount of assembly, on the utmost heights of the sacred mountain. I will ascend above the tops of the clouds; I will make myself like the Most High."

However in the end Lucifer and all his followers were cast out of heaven. Jesus witnessed this and later admits to it about 2'000 years later.

Supposedly god created lucifer good, and he BECAME evil by his own 'choice'.

Obviously ridiculous. If god knew IN ADVANCE before creating him that lucifer would choose evil, then he created him with that in mind. He COULD have created ANOTHER version of lucifer that would NOT have chosen evil, but instead he made one that he knew full well would become evil incarnate. Clearly that was his intention, since it could NOT have been an 'accident'.

God created an angel called Lucifer. But this angel rebelled against God and became fallen and was also called satan, the dragon, and the devil.

Isaiah 14:12-14 How art thou fallen from heaven, O Lucifer, son of the morning! how art thou cut down to the ground, which didst weaken the nations! For thou hast said in thine heart, I will ascend into heaven, I will exalt my throne above the stars of God: I will sit also upon the mount of the congregation, in the sides of the north: I will ascend above the heights of the clouds; I will be like the most High.

Ezekiel 28:14-17 Thou art the anointed cherub that covereth; and I have set thee so: thou wast upon the holy mountain of God; thou hast walked up and down in the midst of the stones of fire. Thou wast perfect in thy ways from the day that thou wast created, till iniquity was found in thee. By the multitude of thy merchandise they have filled the midst of thee with violence, and thou hast sinned: therefore I will cast thee as profane out of the mountain of God: and I will destroy thee, O covering cherub, from the midst of the stones of fire. Thine heart was lifted up because of thy beauty, thou hast corrupted thy wisdom by reason of thy brightness: I will cast thee to the ground, I will lay thee before kings, that they may behold thee.
