Apparently you have DSL from the phone company and one voice line. The voice appears to be dead but the DSL is live.

You need to do some further detective work to see if the problem is in your house wiring or from the telco.

Since both hand sets appear to work and fail at the same time we can assume the phone hand sets work properly. Take one phone hand set with its cord and dsl filter to the outside of your house to the phone demarc. Open the customer side of the demarc (often you need a screw driver to open). Disconnect the feed line and plug in the hand set into the socket (see your telco web site for nice pictures of this).

If you do not get a dial tone or if you cannot call out and receive in voice calls, contact the telco as they have a problem.

If you get a dial tone and can call out and receive calls in the telco feed is OK and the problem is in your wiring. You may have faulty DSL filters, faulty DSL filter installation or faulty wiring. You need to check these out.

your phone will ring but the line is dead?
sounds like a short, but even more specific, a short within one of your telephones...

bring a corded phone to the NID outside your home and see if the trouble is still there..

DSL can work even if there is a short or open (break) on one side of your pair... but voice can not..
