It should be able to. It does vary but if it does R, it should do non-R.

I have a cheap Phillips that can read DVD-R disks, but not DVD+R.

I just pulled the manual for the Toshiba HD-DVD player. It can read DVD-RW and DVD-R. It does not read DVD+R.

You have to read the manual for each DVD player.

it should run given that the disc, if they may be written/burned using burners will be finalized first.. because if not the tendency is the only reader that can play it is the device where you have written it.. try to look up on this link for clarification.. it list different types of disc..
