God doesn't tempt us. Satan tempts us, but he is not told to do it by God, it is in his nature to desire to tempt us. Satan knows that Christ has won the battle and that he will never taste victory, so his goal in life is to keep as many as possible from knowing Christ and to hurt the witnesses of Christ by tempting them. When a Christians falls into temptation, then others look at him/her and consider us to be hypocrites. We are only hypocrites if we see others sin and say it is wrong and then say it is not wrong when we commit the same sin. As a Christian, that, however, is not how we feel. We feel shame and pain and understand that we are sinners among sinners, saved by grace not by our actions. We repent and try to flee from sin in the future, but we will fail again, day after day. Christians are no better, more righteous or holy than anyone else on this earth. We have simply accepted the gift of God's grace and try to walk in His example.

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

No man is tempted of God. God does not send satan to temp us either. Most time out temptation comes from your own self.

A little of both. God has temptation so that we are prepared. If we don't have problems because God protects us from everything, then we'll never be ready for what's really out there.
If you really want to know the answer to you question, read Job.

There is no god, we tempt ourselves, and it's time we stop blaming those fictitious entities and take responsibility for our actions.

James 1:13-15 (King James Version)
13Let no man say when he is tempted, I am tempted of God: for God cannot be tempted with evil, neither tempteth he any man:
14But every man is tempted, when he is drawn away of his own lust, and enticed.
15Then when lust hath conceived, it bringeth forth sin: and sin, when it is finished, bringeth forth death.

The whole book of Job describes this situation.
Job, an honest man and a rich, and blessed man, basically lost everything. All his crops, all his animals, all his servants, including his own children: died, killed off, maimed, etc.
You have to read the book of Job to see how it all ends up ;)
