LOL you must live in a city or the suburbs.
there are no stray cows.
cows are dumb. sometimes they break a fence and get out and get lost.
a lot of cattle is raised on open land with barbed wire fencing, sometimes roads go thru the pasture or land where the cows are. in such cases the road has cattle guards for cars to drive thru without having to have a gate where the fence is.
a lot of cattle is raised on huge public lands and you may not even notice the cattle guards and the fence when you enter such a place. The cattle guards are metal slats across the road, the cows dont like to step on them. they are so stupid that farmers can even just paint fake cattle guards on the asphalt and the cows can't tell the difference.
in these places you have the cows chewing their way around the fenced-in land and they can't tell a road from a rocky spot of ground. so there are signs for you to watch out for them. the cows will not have any sense to move out of the road even if you honk at them

Most cattle are owned by someone. There are a few herds of wild cattle in parts of Mexico, Australia and Africa but the majority of them are domesticated. Most of the cattle I've seen on roads are ones that have gotten out due to the fence of their pasture falling down or getting a hole in it somehow. There are some parts of the country, including the Sandhills of Nebraska where I grew up, where they have gravel roads that go through pastures and there is no fence along the road. In these cases, you simply have to go slow and watch out for cattle or horses crossing the road. If you see a cow or anything on the road, turn on your emergency flashers (usually the red button with the triangle on it often located on the steering column or dash board in most cars), slow down and honk. Usually honking will scare the cow off the road. Now, if the rancher who owns the cattle uses his horn to call them to come and get cottonseed cake, then you'll bring more cattle to the road. Whatever you do, don't hit one because a full grown cow weighs well over 1000 pounds, more than most small cars and will cause a lot of damage to your car. If you kill someone's cow, they will sometimes make you pay for it too. A full grown cow in todays market is worth around $0.70 to $1.50 per pound or about $700 on the low end. That's just for your basic cow. If it a purebred registered one, they can be worth about double that.

Cows are left free to get fed themselves and return back .They are allowed to stray in the roads . this is a common sight everywhere in India, and people think that cows are also stray animals.

No, cows are not strays (usually), not in America anyway! They are owned & are domestic animals grown for meat or milk.
They sometimes get out of their enclosures when their owners do not keep a careful check on the condition of their fences !!! This can be deadly to the cow & the people who hit it in an automobile !!!!!!!!

i'm not sure where you live but around here fences break or someone will forget to close a gate and every once in awhile you'll see a cow walking around usually with some one running after it. once in a while you might see a goat running down the road as well. around here cows are not strays they belong to someone.

Not to be a smart @$s but honestly cows existed way before roads did and so did the farmland that provides us with fresh milk...not so fresh these days tho, beef, cheese and other items we like to over indulge in! so Y r U complaining!
Just because the government bought the land to build a ROAD for your convenience to get to work 5 minutes faster you should be thankful we live in a society that has the ability for us to have these pleasures!

Fences break, gates can be opened. The cows belong to someone, so if they are on the road call the cops and they will deal with it.
