i'm chosing to make the ceremony in the mosque and willnot make a reception, but will take close family members and friends for dinner after ceremony.
so i need favors to be given in the ceremony that would be cute and not expensive.
any ideas?

i need them to be cute,also it will be spring/summer time so probably need some light colours in it.

Go to hobbycraft. They have a huge selection of favors that you make up yourself. I made my own and have also made them for quite a few friends weddings.

I don't understand why you "need" favors. What would happen if you didn't give favors at all? Anyone who is telling you that favors are "required" or "necessary" is telling you something that is not true. Send them to Miss Manners, Emily Post, or some other etiquette expert to get the facts. Maybe a lot of people in the USA give favors at wedding receptions, but that is a very different thing from favors being required, or even customary. Many Americans (like myself, LOL) think that favors are silly and annoying. Feel free to eMail me if I've misunderstood your problem here; I am not a Muslim and apologize if I've been ignorant.

I took some tulle circles and put a bunch of wildflower seeds in them and tied them with ribbon. Then I took print your own business cards and put our monogram on one side and on the other had a poem. I think they are cute!

see if your local craft store has a "wedding aisle". There are lots of do-it-yourself favors in that section.
also, check out www.theknot.com they have alot of ideas and many different prices.
