it takes longer,but yes,you no it,it first turns to syrup,long enought time it will dry to sugar

Jelly is made from dissolved sugar. If you let it sit for a long time, that sugar starts to "undissolve" (hey, I don't remember the chemical term for it...).

I seem to remember reading somewhere that when honey turns all "hard and sugary" that if you warm it up it returns to its liquid state. You might try warming up the jelly and see if that helps.
