I could not recommend which since I have not been there. I would guess, check to see if they are on the PADI list. If they have other certifications, NAUI, SSI, then they are pretty active dive shops.

most dive shops on ko tao offer reasonably priced PADI courses. A good way to tell a reputable one is to go in and have a chat with them - normally they should have some multi-lingual staff, and also one really important thing to check is whether they carry oxygen on the dive boat as you will deff need it if you get the bends. Most budget dive shops won't carry the oxygen cylinders on the boat.
