would it be a process that carries on, or would it happen so fast and so unavoidable that no one would get to even situate themselves or anything?

It could be 28 minutes from now or 280 years from now. When the superpowers square off against each other in two camps, then come back and we'll talk nuclear war. An ICBM takes 28 minutes to reach targets in continental US from Russian land based launches, 4 minutes from SLBM launches.

The next World War will involve a nuclear exchange, how could it not. In the first 30 minutes, nearly a billion people will have been vaporised, mostly in the US, Russia, Europe, China and Japan. Another 1.5 billion will die shortly thereafter from radiation poisoning. The northern hemisphere will be plunged into prolonged agony and barbarity.

Eventually the nuclear winter will spread to the southern hemisphere and all plant life will die. You ask whether there'll be enough time to build up an army, you are asking when will we commit global suicide. My answer is it won't happen soon because the larger superpowers are more rational than the rump states in the middle east.

Our biggest risk is an accidental launch of nukes by one of the nuclear powers.

I've read that those who survive will have been in deep silos, isolated canyons and south pacific islands away from the jet streams...with enough provisions for two years or more.

I think if it's "ww3" conscription is probly gonna be a given. I don't think you'll wake up to balls of fire. People may disagree but I think if it ever happens it won't be nuclear, the leaders of this world realise that if it came to that then what's left for them to fight for, the after effects would be felt worldwide. However some madman do exsist within the smaller countries trying to develop these weapons, but I doubt they will ever get the chance to attack with them, Nato wouldn't allow it. But I don't believe the worlds stronger powers, russia, china, the US ect would use "WMD's" against each other maybe smaller tatical ones but other then that I don't think so. I think there will be plenty of time to be forced into the army. Lets just hope it never happens

It would have to go through a series of escalations before nukes were used unless some moron with one or two just wanted to fire them puppies off at us. We have to be stretched to the point that a draft would be a must, more escalation then we would have to suffer an attack larger than 9/11 by a known force or enemy state before nukes were unleashed. There's many different scenarios, none too nice to think about.

Once nukes are used they can drop one right on my pumpkin head because I wouldn't want to be a 'survivor'.

I don't think we'll wake up to fireballs, unless WWIII already started and we didn't realize it. Almost anyone that would consider using nuclear weapons should know that its a no-win proposition. There's a possibility that some might try to use nuclear weapons to cripple somebody's military, but the home population should have time to react, even if it would be a futile insurgency.
