Russia spend aprox. $32 billion a year on it's military and has 1.2 million active troops, 2.4 reserve troops, almost 23000 tanks, over 2000 fighter aircraft, and over a hundred ships, including an aircraft carrier.
Singapore spend aprox. $5.6 billion and has 60 thousand active troops, 312 thousand reserve troops, 119 aircraft, 100 tanks, and less then 20 military ships.Singapore's technology has not been focused on it's military.
If Russia went all out, Singapore would not stand a chance.

Even if Singapore is the most technologically advanced nation in South East Asia, Russia has more advanced military technology.
Considering Russia's army is also multiple times bigger than the army of Singapore, it's really an unfair comparison.
Although, I don't really see a situation in which the Russian army will be fighting the Singapore army.

Russia Very Big Country with very Big Military.
Singapore, very small place with very small army.
War is not won by technology alone but feet on the ground.
