Not all pre-paid mobile phones in China can send or recieve international SMS messages. The most reliable way to send an international SMS is through a post-paid account.Read the below link for an interesting review :

Try to use the below site for SMS,I find it pretty useful for international texting.

There couldbe a number of possible problems. Not every phone plan in China allows you to send text messages to other countries. Though usually most plans do. It might be a service that you have to pay extra to have turned on. If you are in Beijing or Shanghai you can call the phone company and talk to an English language representative. Some other larger cities might have this same service. Another issue is reliability of the service. If you are texting between provinces in China or between countries, then text messages don't always arrive on time, or sometimes they just get lost.

I regularly send text messages to China and HK from Canada, which has the same international dialing rules as the USA. My provider, Bell Mobility, charges $0.25 for international text messages. It is free for me to receive international text messages.

Outgoing text from North America to HK: I use 011852, then the number...

To China, I use 01186, then the number (but don't use any city code)...

To write a message back, the recipient in China should only have to "reply" to your text message. In other cases, they would need to dial 1 (country code for Canada and the USA), then your 3-digit area code, then your 7-digit cell phone number.

China's number is +86 and not 186 maybe its a diffent code in the USA. Plus you need to know if the person can receive incoming international sms. Not a lot of chinese mobile phones can't receive sms due to censorship.
