Thanks for the added details.

In effect what we've done is to export a lot of our pollution to China by establishing factories there to produce the goods that would otherwise be made in the US, Europe, Japan etc.

China has less stringent controls on factory emissions and other pollutants so comapnies can get away with things they wouldn't be able to do in other parts of the world.

It's ironic that in many ways we've burdoned China with this problem and are now putting pressure on them to impose stricter environmental controls. Something that the Chinese authorities have responded to by drawing up an environmental policy which, if implemented (and it's a big if) would dramatically cut their emissions but at a cost to the Chinese economy (slower expansion) and through increased prices for the goods they produce.

china has traditionally burned coal for their fuel source - heat cooking - their cities have no where to go but up in quality - there are a lot of health issues.

now that they are becoming more westernized there is a strong possibility that the government could take the bull by the horns and start building prototype communities off the grid - in fact they have already started.

china is a proud land rules with an iron fist - they can turn around pretty quick considering their problems and desires to advance.

China's industrial output is certainly increasing very rapidly and with it emissions of CO2 which are said to be now greater than that of the US.
