A wise man does first what a fool does last; both do the same thing, only at different times?

No no no...It means that the wise man figures out what to do right away, whereas the fool exhausts every possibility before even coming up with the proper solution at last.

both eventually know what to do--the wise man figures it out sooner than the fool--that's why the wise man succeeds and the fool does not.
