I think there are better choices. Raggedy Ann? Older people?....try dressing 50's dress. Much more classy (poodle skirt, saddle shoes, bobbie socks, pony tail) Fun and more toned down. Personally, I'd feel really ridiculous wearing a raggedy Ann outfit (even if it is for Halloween)

It would not be appropriate for everyday attire, but Halloween isn't an everyday occurrence. Attire that conforms to proper business etiquette should be no more than 2" above the knee. This looks to be about 4" above the knee.
However, I'm almost certain that the knee-high red and white stripe socks as well as the fake orange pigtails wouldn't conform to proper business etiquette either. But, hey, it's Halloween, so have some fun. This will be fine to wear. It's a special occassion.

The skirt on that one is a little short for work. One of the related ones was not quite so much skin showing.
I'd look for something that was no shorter than 2 inches above the knee - or use the old finger tip test that they used to test skirt length in school (put your hands by your side -straight -next to your body - you skirt must be longer than your longest finger tip).

I think so. There are certainly worse ones. Older people except younger people to dress differently. The only problem I can see is if you are taller than average- then it might be a little short.

I'd say definately wear full length stockings, then it would be ok. I'd also consider flats in order not to be too "seductive" or "implying" The rest is fine in my opinion, just a little loud.
