Drivers license is issued by the State. he will have to provide identification, what is required varies by State but is usually a birth certificate and another ID. He may also be required to provide proof he is here legally. Then pass a written test and a driving test.

The requirements are different in each state. In some states all he has to do is just show proof he is here legally by showing his passport with the entry/departure record attached to it and a social security number if he has one. In other states he will have to have a work permit. What you need to do is call a state trooper's office or the state highway department in your area and someone there will tell you what all he has to have in order to take the written and driving tests. I had to go through all this with husband so I know what I'm talking about.
