Stephanie,
I think you ought to ask them calmly why they won't allow you to wear eyeliner. If talking it out and trying to negociate with them won't work, then maybe you can find another alternative. Are you allowed to wear slightly dark eyeshadow? If so, just dab a little around the bottom of your eye close to your lashes. I read that tip in a teen magazine a few months ago. If all fails then just relax. Yes, you are 13 and are growing up but you also need to follow your parents rules. I'm sure if you just accept their reasons and won't pesture them about it then they will see how mature and trustworthy you are to their rules and you will be granted more permission. Look, I'm fifteen and I'm a freshman in high school and not all girls wear eyeliner. Most wear mascara like me, others don't wear mascara. Just cuz you don't wear eye make up doesn't make you look ugly or anything. You can still look and feel good even if you don't have eye make up. Trust me.
All the best!!!

try to think of some reasons why your parents aren't letting you wear eyeliner. maybe your parents are worried that wearing makeup will cause other people to see you in a negative way, or that that focusing on your appearance will take your focus away from school and towards boys?
show them that's not the case.
i started wearing eyeliner in 7th or 8th grade, and i'm still using it (i'm a senior in high school). i dress in a preppy, conservative manner (polo shirts, oxfords, sweaters, etc, nothing revealing or tasteless). i straighten my hair every morning & care very much about my appearance. i have a boyfriend who i've been with for a year, and we spend a lot of time together. i also have a 4.0 GPA, and got a 2160 (out of 2400) on the SAT the first time i took it (i made a perfect score on the verbal section!). i'm very focused on my studies and plan to become a dentist.
the point is: use myself and other girls as an example, show your parents that school is important to you & that you have goals and want to do something with your life. show them that although you care about hair, makeup, and boys, it's not the focus of your life, just a side thing.
good luck! my parents are really strict too.
xoxo

There are 9 yr olds who feel the same way about makeup as you do.
Makeup is used by girls to look more sexually attractive to guys in hopes of getting certain guys sexually interested so they can have a chance at romance with them.
ANY truth to that?
Your parents do no want you getting into that at your age.It leads to serious dating relationship situations which leads to sex, babies and no father for the baby down the road a little ways.
When you turn 18 you can wear whwterver you want, until then THEY pay for a place for you to live, food for you to eat clothes for you to wear your medical needs, and THEY are responsible for you and what you do and what happens to you.Listen to them. They LOVE you.Watch you friends who get to wear makeup and dress trashy.Oh they WILL get guys. Some fo them will end up as welfare moms before they quit school.

You should try to show them that your old enough and mature enough to wear that eyeliner. Whenever they ask you to do something, do it, no questions asked. Bring up your grades in school and constantly remind them what your working towards. Even compromise a plan with them, if they allow you to wear it after all your hard work tell them to take it away if your grades start to slip and all that.

they are your parents, they know what wearing makeup means. give them a bit of a break.
my parents were the same way with me. you have to show them you are a mature young lady. I remember i had to ask my parents very politely to wear makeup to a dance when I was 13.. it's pretty normal. they just want you to grow up right.

I didn't let my daughter wear make-up until she was 15, she has a beautiful complication. She is 18 almost 19 the only make-up she still wear by her choice is foundation and eye liner that's it. Try again at 15.

you are saying the right things, i totally agree with you
ugh, yup over protective parents.
you need to prove to them that you are responsible enough to make your own decisions in life.
even if its just eyeliner.

Just wear it.
They can't stop you.
They sound a bit weird not letting you wear it at 13.
I've seen little kids wearing it.
