under parentage it either says "mother of foreign birth or father of foreign birth. You can either anwer yes or no, what does it mean if u circle yes or no? (im researching the winners)

If you circle yes, that means that the parent in question was born in a foreign country.

Interesting question. If this is a document from the United States, then foreign born would apply to anyone NOT born in the United States or it's territories - circling YES would indicate that they were in fact NOT born in the US or territories.

However, if this is a UK document, you really need someone more familiar with the procedures of that area....and I really would be interested in the answer.

If this were a document from say England, would someone born in Scotland, Wales, etc. be considered foreign born? Or would that only apply to someone born off the Isles? Interesting question.

It is asking if either parent was born overseas. For instance, if your mother was born in England, you'd circle yes. If your father was born in Texas, you'd circle no. Any non-USA birth is considered a "foreign birth."

sounds to me as if the entire thing was circled, which I'd interpret as both parents are of foreign birth.
