Link is still dead. http://www.girlscoutshcc.org doesn't have an easy to find path, either.
Is this honest and fair, to ask people to sign up, only to cancel after the commitment happens on the part of your council?
Perhaps you can send representatives to the different SU/neighborhood meetings. Perhaps you can send an announcement to neighboring councils, like GS of California's Central Coast and see if they want to co sponsor the event.
