'Due dilligence' means where a person takes care and assesses all risks associated, before making a decision. Although one could argue that , everyone takes a reasonable amount of care in assessing risks before making decisions .
The major difference is in due dilligence you also have to show or have proof that you undertook the excercise.For your question,I am assuming pre hire refers to recruitng somebody.
For example : If an employer is hiring a new recruit for an apprentice position. Say the company requires the apprentice requires the candidate to have a degree/qualification in a certain field. Due dilligence here would mean the person interviewing the new recruit will take a copy of the degree certificate ( this is proof that he has not only confirmed whether the candidate has a degree, but also has proof to show it ). The company should be thorough in checking out the candidate before hiring them. They should go through a process that might include: interviews, calling references, calling previous employers, calling educational institutions, drug test, criminal background check, check for valid social security number, credit check, written tests, dexterity tests, etc.
"due diligence" is slang for a thorough investigation.
