Dogs are pack animals. She picked up right away that the biggest people in the house are the pack leaders--alpha male and female. You and her are below them in the pack structure. She will listen to the alphas, but you're her 'equal' and she doens't need to listen to you.
You can change that quickly by becoming above her in the pack hierarchy. Put her on leash, and train her to do something in the house. A 'heel' and 'sit' then reward with a 1" piece of hot dog works wonders. Because she gets rewarded for listening to you and doing what you say, then she'll put you above her in the pack. Having that cut up hot dog can really turn a dog around.

Does your mom feed her and take her out for walks? If so, you should do these things.
Do you pat her on the top of her head or hug her? These things can be annoying to dogs even though they seem normal to us.
You can call her if you want to give her something good like a walk or a treat or meals everyday. You can get her into the habit of coming to you because she wants to and then she will come out of habit.
You can have her bowl in your hand and then call her. If she doesn't come then put the bowl away, go away and try again in ten minutes. Repeat this until she gets the idea that she has to come when you call, not on her own schedule.

Really be honest with your self, you dont really think your the best to your dog. i think i am good with my dog but my mom and her are always there together when i am at school. and so what if you "Scratch her behind the ears and play with her" i bet your mom always does this when you are at school or something. so don't do that just be like you are to her and if she doesn't like you it is her fault (maybe)

Because your Mom is the pack leader, you are not. You are not the leader dog, in pup's eyes, and not to be answered to. She's not stupid, just confused. Getting the wrong signals.
Read up on NILIF. I know I came across an article by K9 Deb on NILIF, which covered your exact issue. I'll go look for it, when I find the link I'll come back :)
Add: Sorry!! I can't find the one that I had read. It described your dog's behavior exactly as you did.... Maybe someone will have the link.

It is very common in the house for the dogs to follow the pack leader. Moms usually are the pack leaders of a house. They kind of dictate everything, mealtimes, activities, people. So dogs follow the pack leader. It has nothing to do with emotional love. It is just instinct.

Does the dog spend more time with your mom? Does your mom feed the dog, give it treats, or often bring out the dog's favorite toy so she can play with it? If so, maybe take the feeding upon yourself or give her something she likes she is with you.

Your dog isn't stupid...actually very smart. He recognizes your mother as the alpha (she's above you on the heirarchy...right?) With that title also comes more respect. Your dog still loves you, but they are always the most loyal to the hand that feeds them. :)
