It usually refers to better trained and possibly better equipped forces in a military.
Not to be confused with 'special forces' - though most special forces are considered 'elite', and a substantial number of 'elite forces' not considered 'special forces'. Special forces are specialised units that conduct reconnaissance, unconventional warfare, counter-terrorism or any number of the listed roles.
Iran doesn't have a branch known as the "Republican Guard", though Iraq did. The Iraqi Republican Guard was a branch of their military that was better trained, better funded and usually had the first pick on the best equipment. Generally the same purpose as the rest of the Iraqi military, only they were 'better' - having received preferential treatment after their evolution from Saddam's personal bodyguard.

Normally elite in reference to the military or anything else, means that they are better than the other parts of the military that they serve with or associated with.

Elite refers to the quality of man and to the company he/she keeps. They are the best at what they do as compared to others in a similar branch of service.

Elite units through the ages included:
Persian Immortals, Praetorian Guard, Caesar's 10th Legion, Charlemagne's Palladins, Napoleon's Old Guard, the 'classic' Waffen SS Panzer Divisions, Gross Deutchland Division, Panzer Lehr Division, Ranger Divisions, Navy Seals, among others.

It generally means "Special Forces." In the Army, it means very little. There are literally thousands who wear the name. In the Marine Corps and Navy however, to be one of the elite, means you are one of a VERY select few, whose numbers are less than 100.
