this is a 3.0 ohv. with new pump high presure hose and rack still verry noisy inany wheel position worse when turnning

1st, was the correct fluids used in the power steering? ford uses either ford power steering fluid only (not generic power steering fluids) or mercon.
2nd, if the correct fluids was used,most likely the power steering system needs to be bled. to do it, you need to run the car, and slowly turn the wheel back and forth to bleed the air out of the system. if you can, jack the car up so the front tires are off the ground, it will make it easier to bleed the system. if possible, use a vacuum pump with a gauge and a clear hose, and an old power steering cap to bleed the system, a lot faster. drill and put a vacuum fitting into the extra cap, the install it like you would normally, start the car the pump the vacuum pump to about 15 hg in. the turn the steering wheel back and forth. after a few minutes of doing so, release the pressure from the pump and see if the noise is still there. if it is, try it again for a few more minutes. if you don't/can't perform the bleed procedure yourself, see if the garage you had it done at can. if not, take it to a ford dealership and have it done. at the most it should cost 1/2 hour labor tops.

If what vnm0s1 told you to do doesnt work try putting some XL-3 Motorcraft Friction Modifier.

New pump and rack ? take it back where work was done.

you have air in your system you need to replace the fluid
