If he is at the party, smile and walk up to him. If you haven't introduced yourself, do so. See what happens from there. It's up to him. If he sees you are interested, he may ask you out. And just tell your friend that you are truly sorry if you hurt his feelings, at least I am guessing that's what it was, and ask him if you can buy him a Coke. I hope I have helped.
