It deserves an independent status, ruled by both Israel and the Palestinian state, with each holy site under the jurisdiction of non-governmental overseeing agencies. It could thereby be both the capital of Israel and the capital of the Palestinian state.

This would take time to work out, and it would require compromise by both sets of parties. The city itself should have greater autonomy than would normally be thought of for a city, but because it is thought of as a holy city by multiple faiths, the international character of this status should make it a solution that is supported by almost the entire globe. Israel did not have all of it until after the 1967 war, and since it was won in a battle that has never been peacefully settled, its status remains up in the air, according to international law.

Since neither the Jews, Muslims, nor Christians can sort out their petty differences based on questionable historical claims, I would rather a disinterested 4th party to be responsible for the city's administration, such as secular humanists via the UN (who could care less about either of the faiths) or even Buddhists (who tend to do a better job of being peacemakers than those from the Abrahamic faiths). In other words, it would be run like a special administrative/autonomous region free from direct influence or jurisdiction of any nation or state.

Access to holy sites would still be under the domain of religious leaders.

The fighting and arguing will never stop no matter if its Israel that owns it or the Palestinians, if its divided in half , the fighting will never stop, as it is Israels deal to give the Palestinians some neighborhoods and build a highway blocking those neighborhoods off from the west bank. The plot just thickens, when will the peace come? I wish for that, but the answer is Never. Peace to you!

Well Rove, this is where you and I must agree to disagree:

It should be a neutral territory, run by a council of Muslim, Jewish, and Christian theologians.
Something like the Vatican, which is it's own entity although it is located in Italy.

That is the only way I see of stepping on the least amount of toes. Will it ever happen? Probably not. We'll never see peace around Jerusalem in our lifetimes.

It doesn't matter whose "holy sites" are there; Jerusalem is in the Palestinian West Bank, and so it should be ruled by the Palestinians. The Israelis have no object in mind other than intimidation when they speak of Jerusalem as their "capital", future or otherwise...they already have a capital, Tel Aviv. They don't need another one.

Edit: Nancy, looks like you failed geography AGAIN. That land doesn't "belong" to Israel, it's being OCCUPIED by Israel.

we must look at the history what does it say
for 1400 years Jerusalem was a city of peace,even when Napoleon came as an invader they reached him and told him millitary affairs is to finish in akko,there is the fight here is the peace
the jews were all the time lived in jerusalem with no problems they made or was made to them ,they were 2%of the population
christian lived,and if we compare how under the ruling kings or califs the situation was we have to remember that christians were 25%of jerusalem population,this number start to get less and less due to the immigration to other lands ,looking for a better life than what they daily face,since 1967.
we have to consider that jews prefered to live in capitals so they lived in baghdad,and in andalus(spain)where they were both kicked by 1492 to morocco,were a huge jewish community lived there.
what is happening now adays,walls,prohibiting pple and not allowing them to reach mosque(just the over 45 years old in best of times)west ban 5 kms far away are not permitted at all,arabs and muslims can not reach,which is absolutely different that before the 1967 war when jordan was in charge
that is history what now???
i think jordan was and is the trusted autherity not for life time,but for the time that there are troubles ,till these peace talks finish,and not to give more suffer for palestinians

Have to disagree with my good friend Gypsy Cat. Jerusalem is every bit as much Jewish as it is Palestinian. Best to split it - Solomon would approve.
