Please, define "average city." Two hundred thousand? Five hundred thousand? A million? Two million? Eight or ten million?

Without this term, defined, any answer you get is meaningless.

If you define "average" as one million population, then you exclude data collected for smaller cities and for larger. And, if you just come up with a random number for what an average city is, again, the electricity use figure will, also, be meaningless.
