Technically speaking no. A tissue is defined as a group of cells working together for a function. The cuticle is the waxy coating on the epidermis of plant leaves and or stems. Leaves, stems, roots, or vascular bundles (xylem, or phloem) are tissue types. In biology the heirarchy of an organism is cells, tissues, organs, organ systems... etc. The cuticle is there to protect the cells from heat, cold, excessive mositure loss, etc.
