K is pointing out that many wish to speak but fewer have thought beforehand. Interesting to Kierkegaard and us is the fact that thoughts are free ( "Die gedanken sind frei..." ) and, yet, many don't avail themselves of it preferring instead to rail about their right to spout nonsense.

people are allowed to think of w/e they want but they never got the chance to say it you know? like they want to say it as much as they think it.

It's refering to the term " We should be able to speak for what because people are telling us what we should think" or you could think of it as "If you are making us think what you think let us speak what we are here to speak"
