How much is the liner?
The pool is considered "other structures". Other structures includes the peril of falling objects.
Now, I can tell you from first hand experience that the standard homeowners policy does NOT cover if a cow falls into your pool, and tears up the lining with her hooves trying to get out, but I went to my sample policy book, and I'm NOT seeing any clearly written exclusion for this concrete block.
So my gut says, yes, this is going to be covered - BUT, subject to your deductible. The cost to empty and refill the pool is NOT going to be covered under the standard policy, just the liner.
Then, of course, this WILL count against you, claim wise. Most states allow a policy to be cancelled if you have two claims inside of three years. So you'll have to weigh the cost of replacing the liner, less the deductible, vs. the possiblity that with one more claim in three years, you can get cancelled. Then you'll have a hard time finding insurance, and will likely have to take a really high deductible.
You might want to run this past your agent, before you decide to file a claim.

Depends on your policy. Some homeowners insurance won't cover anything outside the four walls or foundation.
A claims adjust may look at your set up and deny the claim because that is not the proper way to secure a pool cover.
There is no way WE can know with out looking at your policy.

its covered. as long as it was due to a covered peril...windstorm in this case-that caused the damage there wont be a problem. it really doesnt matter if it should have been there or not. falling objects are covered. if a tornado picks up a cow and drops in on your pool...your covered. could be that the wind knocked down a tree. whatever.

You can buy special paint for this job. Can't remember whats its called. BUT Cement contains different chemicals and these will leak into the water. Not a very big problem unless you have fish etc in the water.

only if the pool cover was designed to be held in place with cement blocks and you had the correct size and weight of blocks
we use all weather tape on the sides and have never had any problem with the cover not staying put
I think your claim might be denied

the cement blocks were holding my winter cover on a inground pool and the wind picked it up and in to the pool they went

you also have a deductible, so is it more than replacing the liner? less claims, the better your premiums are too.
