I used to know those laws I think you need to be 18 to drive after midnight so if your driving that late at night for no reason and a cop catches you I would kiss that license goodbye. The only way you can do that is if you have to take someone to the hospital or if someones drunk that's over 21 and your taking them home the cop might cut you a break. I haven't been in drivers training for almost 9 years so I sort of forget those laws once you become a regular driver so old they can't get you on that. All I can say is check with your drivers ed class, or call secretary of the state and see if they can answer it more accurately.
And to answer your question no you can't cops are just looking for a reason to pull you over that time of night.
Also if you have a level 2 drivers license then its going to be different laws so I wouldn't go out that late. what would a 17 year old need to be out on the road that late for anyway.

Well in Canada:

16: G1 - No driving past 11:00 PM, must have an adult in the car at all times, no friends, no 400 series highways.

17: G2 - No time limit, must have an adult at all times in the car, still no friends, and certain highways (still limited)

18: Freedom (lol) - Self explanatory.

As long as you not exceed the speed limit you can drive past anything. :-p
The only thing that I would think of that may prevent you driving, is if there a Curfew Law in effect. This all I know.

Depends on where you live. If you are working at night you can get approval to go to and from work. Or if there is a medical reason

Well, it could be dangerous due to the lack of sleep. I think you can still do it though, but you're at a high risk of injury or accidents.
