Try a Rottweiler rescue. Try the local animal shelters in your area. Sometimes they bust puppy mills, and have full breed puppies in. You can put your name on a wish list. To bad you weren't looking for one about 6 months ago. A co-worker of mine gave away rott puppies. They where full blooded, but the dad didn't have papers.
Just make sure you do research on any breed you get, to many dogs end up at the pound because people didn't do research on the breed, and found out to late that they didn't want them because of a common trait in the breed.

Wait till your German Shepard is gone before introducing a new dog into your home. Your German doesn't need this stress at his age. How about giving yourself a little bit of time also before getting a new pet, give yourself some time to mourn.
