USS Blue Ridge is the command ship for the 7th Fleet, based in Japan. She is crewed by active duty naval personnel.
USNS ships are operating by the Military Sealift Command and have civilian crews.

do you want to go as part of Ship's Crew or Admiral's Staff? two different Command, same vessel. different climate for each as well.
