Spores are seeds with less food and an ability to endure long periods of unfavorable conditions. Moreover seeds are fertilized before release spores after release. They are very different dispersion & gene recombination strategies.

Bryophytes produce gametes then spores but no plant reproduces with two radically divergent strategies as diploid seeds & haploid spores at once.
